12^th NATIONAL HEALTH CONFERENCE

PROPOUSE OF RULES APPROVED AT THE 26^TH EXTRAORDINARY MEETING OF THE NATIONAL HEALTH COUNCIL AT 07/17/2003.

CHAPTER I – OF ITS END

1^st Art. This regulament have as end the definition of rules of functioning to the 12^th National Health Conference, convoked by the Presidential Emendation of May 05^th 2003, with the REGIMENT approved by the National Health Council, on June 05^th 2003.

CHAPTER II – OF ORGANIZATION

2^nd Art. The organization of 12^th National Health Conference will have the following methodology:

1. Round – Tables, followed by debates;
2. Discussion Groups; and
3. Assembly.

CHAPTER III – OF PROGRAM

3^rd Art. – The Program of 12^th National Health Conference will follow the format of scale on Annex I.

CHAPTER IV – OF THEME

4^th Art. At the terms of its Regiment, the 12^th National Health Conference will approach:

1. The theme: "HEALTH: A RIGHT OF ALL AND THE STATE’S DUTY – THE HEALTH THAT WE HAVE, THE SUS (SINGLE HEALTH SYSTEM) THAT WE WANT";
2. The axe themes: the Right to Health; the Social Security and Health; the Health Action intersectority; the Government Spheres and the SUS construction; the Attention Organization to Health; the Participative Management; the Work at Health; Science and Technology and Health; the Health Finances; and, Information and Communication on Health.

Single Paragraph. Each axe theme will be discusses at a round-table with the respective discussion groups.

SECTION I – OF ROUND-TABLES

5^th Art. The approach of each axe theme that composes the theme of 12^th National Health Conference will be done mediate presentation to chair of until 04 (four) expositors.

1^st § - Each Round-Table, will count with one Coordinator.

2^nd § - The expositors must be managers, Renders of Services, health professionals, users, Public Ministry members, specialists and health students.

3^rd § - The expositors must send to the 12^th National Health Conference Secretary, complete texts of their interventions, with at maximum of 12 (twelve) lauds until 30 (thirty) days before the happening of the respective tables, for that can be divulged at the 12^th National Health Conference webpage at the Internet.

6^th Art. The expositors will dispose of 20 (twenty) minutes, that can be stretched for more 5(five) minutes, to expose their ideas, based at the reference terms elaborated by the Theme Special Commission.

7^th Art. After the expositions, the coordinator, with the Organization Commission collaboration, will open the assembly for debate, during 60 (sixty) minutes with no stretching.

1^st § The delegates and guests will be able to manifest themselves at the oral and written forms, during the period of debates, mediate pertinent questions and observations to the theme, guaranteeing, mainly, the great opportunity of manifestation of all, keeping away the multiple manifestation of a single person.

2^nd § The maximum time for each intervention will be of 03 (three) minutes, will no stretching.

8^th Art. The expositions and debates will be registered on magnetic tape to be treated late, with the aim of divulging the Annals of 12^th National Health Conference.

SECTION II – OF DISCUSSION GROUPS

9^th Art. The Discussion Groups will be composed in the following way:

1. By Delegates and Guests, at the number of 30 (thirty) to 40 (forty) people;
2. By one Coordinator, elected among its members, with the function of conduction the discussions, control the time and stimulate the participation, according to route previewed received;
3. By one Reporter, elected among its members, report keeper the group’s conclusion, participate at the reports’ consolidation of each theme axe and collaborate with the Report Special Commission when asked, as a member of syntax reporters’ team; and
4. By one Support’s person, indicated by the Executive Secretary of 12^th National Health Conference.

10^th Art. The interventions of group members must be ruled by the debates occurred during the Round – Tables and by the following official documents of 12^th National Health Conference:

1. Health Ministry document "Diretrizes para a Política de Saúde do Brasil, para o período de 2003 a 2007";
2. National Health Council Text "O Desenvolvimento do Sistema Único de Saúde: avanços, desafios e reafirmação dos seus princípios e diretrizes"; and
3. Reports’ consolidation of the state stages of 12^th National Health Conference.

SECTION III – OF ASSEMBLY

11^th Art. The Assembly will have as function, to approve the Rules of 12th National Health Conference, debate the discussion groups proposals and vote the Final Report and the presented motions.

12^th Art. They will participate at the Assembly:

1. Delegates, with right of voice and vote; and
2. Guests, with the right of voice.

Single Paragraph. The Organization Commission will destinate specific places for Delegates, Guests and Observers.

13^th Art. The sessions of Assembly of 12^th National Health Conference will be Coordinated by a table constituted by members of Organization Commission or delegates indicated by it.

Single Paragraph. The sessions will be secretaried by members of Report Special Commission or by delegates members of syntax report team, coordinated by the General Reporter of the Executive Commission of 12^th National Health Conference.

14^th Art. The Final Report appreciation will be send by the following form:

1. It will proceed, with antecedence, the distribution Report’s proposal.
2. It will assure to the Delegates the right to solicitate the exam, at detach, of any item of Report proposal.
3. The detach solicitation must be send typed until the end of lecture the Report proposal by the Table, constituted at proposal of alternative dissertation in relation to the detached item.
4. The detached solicitation will be submitted the Assembly deliberation that will initially decide on its pertinence.
5. Identifying the set of detached items, it will proceed the voting of the Report excepted these items.
6. After the Report’s appreciation will be called, one by one, the detached presentation.
7. The detached propositors will have 2 (two) minutes, with no stretching, to defend their point of view.
8. To the following, the Table Coordinator will concede the word, for equal time, to the Delegate that present himself/herself to defend the original proposal;
9. There will not be permitted, in any hypothesis, reply.
10. There will be put, to be voted, the detaches presented in relation to Report’s original proposal;
11. The Report’s original proposal will always be the proposal number 1 (one);
12. The proposals will be approved with quorum minimum of 1/3 (one third) of credentialized and by simple majority of present Delegates.

15^th Art. The send motions, exclusively by Delegates, must be, needed, of national ambit or repercussion and must be presented to the Secretary of 12^th National Health Conference, until 10h00 at day 10, written in one laud, font size 12, single space, at maximum.

1^st § Each motion must be signed by, at least 50 (fifty) delegates.

2^nd § The Report Special Commission will organize the received Motions, classifying and grouping them by theme, giving awareness to the prepositors for that organized the presentation at the Assembly, easing the how the work is going.

3^rd § Ended the appreciation phase of Final Report of 12^th National Health Conference, the Coordinator will convoke the prepositors of the motions, by theme, for proceeding the text reading, guaranteeing to each one the time of 02 (two) minutes, at maximum, to defend the motion.

4^th § Given the same time to defend the point of view contrary to the motion expositor.

5^th § The approval of motions will be by majority simple of present Delegates, considering the quorum previewed on line "l" of 14^th art. of this Regiment.

16^th Art. Concluded the Motions’ appreciations, will be end the Assembly session of 12^th National Health Conference.

CHAPTER V – GENERAL AND COMMON DISPOSITIONS

17^th Art. Assembly’s Coordination Table will assure it, the right of manifestation, "BY ORDER", to the Delegates, anytime that any dispositive of this regiment it is not observed.

Single Paragraph: The "QUESTIONS OF ORDER" will not be permitted during the voting session.

18^th Art. It will be verified the participation certificates of 12^th National Health Conference to the members of Organization Commission, Special Commission and Executive Commission, delegates, guests, observers, expositors and reporters, specifying the participation condition at the 12^th National Health Conference.

19^th Art. The Organization Commission will solve the omitted cases.
