FOME ZERO
(Hunger Zero) – Main implemented actions

Presentation
Programa Fome Zero (Hunger Zero Program) is composed
by a set of actions that are being gradually implanted
by the Federal Government. The goal is to promote measures
to guarantee food and nutrition security to all Brazilians.
The initiative involves many ministries, the three government
spheres (federal, state and municipal) and the civil
society.
Guarantee food and nutritional security to the population
signify to provide to all citizens the access to a worthy
feeding with regularity, quality and quantity
sufficient. Fight Against Hunger and Food Security Extraordinary
Ministry (MESA), directly linked to the Republic’s Presidency,
that was create on January of this year to articulate
and implant the several actions previewed at Programa
Fome Zero.
To fight against hunger and to guarantee food security
is necessary to attack the poverty’s structural causes.
This requires another development model that creates
conditions for the overcoming of misery. It is there
that enters Programa Fome Zero, creating and supporting
actions that make the communities have conditions to
find their own way of social insertion.
The Program developed a series of integrated actions
to fight against hunger and poverty. These actions are
divided between specific, structural and local policies.
Consea – At the fight against hunger is necessary
the civil society active participation at the formularization,
execution and monitoring of a Food and Nutritional Security
Policy, having as it maximum expression the Conselho
Nacional de Segurança Alimentar e Nutricional
– Nutritional and Food Security National Council (Consea).
One of the first Fome Zero actions, was exactly the
Council’s.
The Consea advise the Republic’s president tracing
the lines of directions for that the country guarantees
the human right to food. They had already been installed
17 state and 33 municipal Consea.
Implanted Actions
- Specific Policies
– are the implanted actions to face, in emergencial
character, situations of food insecurity of society’s
segments with access difficulties to food since they
have income restriction.
Programa Cartão Alimentação
– Food Card Program
Cartão Alimentação, regulated
by Presidential Decree n. 4,675, define the value
and the R$ 50,00 benefit duration for each family
with per capita monthly income lower than
half minimum salary, until six months, extendable
for more two periods of six months. The goal is
that at this stated period be implemented structural
actions that transform the families’ life conditions,
with the food insecurity risk reduction. The card
chair is preferentially the woman responsible by
the family.
The Card already benefits 128,856 families from
158 municipalities from Northeast and Minas Gerais
North. There were implanted 210 Local Managers Committees,
formed by until nine civil society representatives
(until 2/3) and of state and municipal public power
(until 1/3). There were capacitated 621 municipalities
and until end of July more 570 will receive the
capacitation courses. The committee monitors, fiscalize
the local actions and analyze the Single Cadastre
family list, created in 2001 to see if attend the
program’s criteria.
Literacy Courses
One of the counterparts for that the family receives
the Cartão da Alimentação benefit
is to participate at the literacy courses. At Guaribas
(Piauí) and Acauã (Piauí),
more than 600 youths and adults have already been
literacy. The state government, like Piauí,
Rio Grande do Norte and Alagoas, are developing
own actions at this sense. Programa Brasil Alphabetized
– Literacy Brazil Program, from MEC, is another
great effort at guarantee the citizenship of all
Brazilians.
Emergencial action for specific group
The basic basket distribution at emergencial action
is one of the previewed actions in the Program.
The Program foresees the assistance to the camped
and to the aboriginal communities and quilombola.
- Basic basket for camped
MESA initiated on May the distribution of food,
of emergencial form, to 113,909 families of 626
camps, through Regional Superintendence’s of Instituto
Nacional de Colonização e Reforma
Agrária – Colonization and Agricultural
Reform National Institute (INCRA). The goal is
to assist families that wait the access Agricultural
Reform Program and are at food insecurity. All
the registered families by INCRA receive the food.
There were bought almost five thousand tons of
food to compose 182,268 basic baskets, through
electronic auction by Companhia Nacional de Abastecimento
– Supplying National Company (CONAB). Other actions
will be initiated this month to assist new camped.
MESA will distribute until 100kg of food for the
Pernambuco State camped and 50 thousand basic
baskets for the camped of other country regions
in 30 days. It will also launch a proclamation
to by 350 thousand baskets to be distributed between
September and October.
- Aboriginal communities
MESA coordinates an interministry work group that
is elaborating assistance proposal to the aboriginal
communities. On April, the ministry signs an accord
with Mato Grosso do Sul state government to finance
structural actions for more than 11 thousand aboriginal
families. The State was chosen since it presents
the infant mortality and malnutrition greatest
index. The accord, at the value of R$ 5.5 millions,
will be executed in one year and it previews agriculture
expansion for proper consumption, soil handling,
small animals farming, folk art incentive, among
other actions turned to self-reliable development.
These actions are complementary to the food distribution
that is already done by the federal government.
- Quilombola communities
From this month on 14,962 families of 142 quilombola
communities registered everywhere in the country
are benefited by basic baskets. The Fundação
Palmares – Palmares Foundation partner at the
accord signed on May, is cadastrating the families
to be benefit by Cartão Alimentação
– Food Card.
Security Stocks
It is also previewed at Programa Fome Zero the
creation of basic basket products minimum stock,
bought by self – reliable farmers of the same consumption
area. To materialize this action, the federal government
launched on July the Programa de Compra de Alimentos
da Agricultura Familiar – Self–Reliable Agriculture
Food Buying Program, that integrates the Plano Safra
2003/2004 – Harvest Plan 2003/2004. MESA disponibilize
R$ 400 millions this years to form security stocks
and it hopes to incentivate the forming of small
cooperatives and associations of producers to sell
and the guarantee of remunerated prices to self-reliable
farmers.
The products included at the Program are rice,
beans, cassava, corn and wheat. To participate at
the Program, the self-reliable farmers need to fit
at the categories of Programa Nacional de Fortalecimento
da Agricultura Familiar – Self-Reliable Agriculture
Strengthening National Program (PRONAF) and, preferentially,
be organized in cooperatives, associations or informal
groups of, at least, five farmers. The acquisitions
can be by direct buy or by anticipated by and will
be limited to R$ 3 thousand by producer. The operation
is done by Companhia Nacional de Abastecimento –
Supplying National Company (Conab).
School Snack
The Education Ministry, in a partnership with MESA,
raised the value per capita of pre-school snack.
The repass was amplified from R$ 0,06 to R$ 0,13
by day, equivalent value to the Elementary School.
The annual cost raises from R$ 56.4 millions to
R$ 122.2 millions. The income repass to the city
halls was done on February 24th. MESA,
in a partnership with MEC pretends to alter the
school snack menu to value the local production,
incentivate the regional economy and develop food
education actions.
Mother-child nutrition
a.Income-Fellowship and Food-Fellowship expansion
There were cadastrated at Food-Fellowship more than
206 thousand families that received Income-Fellowship.
To attend the demand, MESA repasses R$ 36 millions
to the Health Ministry. The government will gradually
include the rest of families, after concluding the
register revision. Nowadays, the program repass
resources of 1.7 million people and the preview
is until the end of this year Food-Fellowships assist
3.5 millions benefited. The priority is for the
most vulnerable families to food insecurity and
that has pregnant women, children below six years
old or mothers those breastfeed children below six
months old.
Food Banks
MESA is elaborating an implant manual and Bank
managing to guide the states’ work. At the manual
consists, among other items, the list of need equipment,
the maintenance routines, the needed hygiene aspects
– indicated by Vigilância Sanitária
– Sanitary Monitoring, and a minimum personnel.
Banco de Alimentos – Food Bank is an initiative,
public or private, to reduce the food wastefulness.
It functions as intermediary among commercialization,
storage and processing of foods companies and assisting
entities. They are aims of these banks the products
not commercialized for being with the state period
of validity next to the expiration or for showing
problem at the package that doesn’t compromise the
quality. After received, the products are evaluated
by nutritionists, repacked and distributed at registered
entities.
Colheita Urbana – Urban Harvest differentiate itself
from the Food Bank by not having a physical structure
for product storage. Thus, the responsible entities
– detach to the SESC and its program Mesa Brasil
– take out the food from places (restaurants, supermarkets,
etc.) and directly take them to the assisting entities.
- Structure policies
– are policies turned to fight against the deepest
causes of hunger and poverty. The Program in partnership
with states and municipalities is implanting them.
Watering Holes Construction
Articulação do Semi-Árido
– Half-barren Articulation (ASA) began to map half-barren
areas to construct 21 thousand watering holes. Tem
thousand watering holes will be constructed with
resources Federação Brasileira de
Bancos – Banks Brazilian Federation (Febraban) and
the other 11 thousand will be constructed with MESA
resources. The investment previewed is of R$ 32.5
millions. The work will priors labor and the place’s
material is also previewed the capacitation of benefited
for that the retained water be treated for consumption.
It was also created a credit line inside the Harvest
Plan 2003/2004, the Pronaf Semi-Árido – Half-barren
Pronaf, destined to the construction of small water
implantation’s.
Self-Reliable Agriculture
Besides the Programa de Compra de Alimentos – Food
Buying Program, o Plano Safra 2003/2004 have several
incentive actions to the self-reliable agriculture,
like amplification of credit lines, technical assistance
programs and harvest guarantee. On accord with Empresa
Brasileira de Pesquisa Agropecuária – Farmers
Research Brazilian Company (Embrapa), are in progress
at community gardens and technology implantation
for the sheep, goats and swines creation. Other
action is the support to installations of fairs,
with the product sale directly done by the self-reliable
farmers.
- Conviver - Coexist Project
The program of de Ações Integradas
de Convivência com o Semi-Árido –
Conviver (Half-barren Coexistance Integrated Actions
– Coexist), executed by the Ministério
do Desenvolvimento Agrário – Agriculture
Development Ministry (MDA) in partnership with
other federal government organs, will benefit
more than 550 thousand families on 2003 and 1,200
municipalities at Pernambuco state, Paraíba
state, Piauí state, Sergipe state, and
Alagoas state, North of Minas Gerais state (Jequitinhonha
and Mucuri valley) and North of Espiríto
Santo state. The expectation is to attend 1.3
million families at the next years.
Conviver contemplates several actions launched
at Plano Safra and projects to family maintenance
at the countryside, like the Projeto Crédito
Fundiário e Combate à Pobreza Rural
– Fight Against Countryside Poverty and Agrarian
Credit Program. The Project permits to the organized
farm workers at legal instituted the acquisitions
of lands of until R$ 18 thousand, with amortization
at until 20 years, three years of lack, fixed taxes
of 6% each years, with monetary correction and with
discounts of 50% for on time payments. The benefit
families also receive financing for basic structure
at the acquired area.
Gratuitous Civil Register
At all Brazil, thousands of people don’t have birth
certificate that doesn’t let them to require retirement
and to participate of income transference programs.
To cure the problem, the Local Manager Committees
is providing the certificate. At the municipalities
that don’t have notary’s office, it will be organized
a certificate itinerant service, simultaneously
to the register of Card benefited. Only at Guaribas
(Piauí state) and Acauã (Piauí
state) were emitted 400 hundred documents, like
civil register and marriage certificates.
Sports Ministry Partnership
Accord signed between MESA and Sports Ministry
previews distribution of meals and food and nutritional
educational teaching to social program youth participants.
The resources previewed are R$ 30 millions.
Environment Ministry Partnership
To promote the social and economic development
of Amazon communities, without sobreposition of
actions, at 006/05 was signed Termo de Cooperação
Técnica entre o Programa Fome Zero e a Amazônia
Solidária - Technical Cooperation between
Hunger Zero Program and Solidary Amazon, of Environment
Ministry. The action guarantees the buying of agroextractivists,
incentive to self-reliable agriculture, to give
jobs to local workers, to organization of associations
and cooperatives of producers and the consolidation
of extractivist reserves of self-reliable use. The
volume of investing resources by MESA is R$ 7 millions.
Labor Ministry Partnership - Programa Primeiro
Emprego (First Job Program)
The goal is to assist 891,864 youths between 16
and 24 years old until 2004. It is previewed the
employment of 260 thousand youths until June/2004
and the payment of a fellowship to 61.140 youths
at risk situation. It will be used resources of
R$ 418.9 million of the National Trust until December
2004. For this year, it will be put at circulation
R$ 139 millions. To be able to participate at the
Program, the youth must be on Ensign Médio
– equivalent to High School, have family income
per capita less than half minimum salary
and register at any unit of SINE (Job National System
- Sistema Nacional de Empregos). At other alternative
to PPE, the Government will give a fellowship of
R$ 150,00 during six months to youths at risks situations
that want to develop community works, for half period.
The intermediation will be done by non-governmental
communities.
Agriculture Ministry Partnership - Política
de preços do leite (milk price policy)
The Agriculture, Farming and Supplying Ministry
established a minimum price policy for milk, benefiting
almost 1 million producers that, in general, have
difficulty of selling their product at a good price.
Health Ministry Partnership - Farmácia
básica (Basic Pharmacy)
The Health Ministry amplified the volume of repasses
to by medication of basic pharmacy (antibiotics,
antithermals, and analgesic) of R$ 1,00 to R$ 2,00
by inhabitant, at the municipalities assisted by
Programa Fome Zero. The impact is of R$ 32 millions.
- Local Policies
– are policies that can be adopted by city halls and
civil society, at the metropolitan region, small and
medium cities and countryside. Several Brazilian municipalities
are adopting local policies like the construction
of popular restaurants, food banks, producers fairs
construction, and technical assistance to increase
the family production, structure construction, among
others.
