  • Was invited by the National Conference of the Bishops of Brazil, supported by Unicef, to work together with the church on a project for children's survival. Planned the work together with Dom Geraldo Majella Agnelo, Archbishop of Londrina. The activities were conducted by community leaders next to needy families, employing a method in which women would act as the transformation agents of their own families and communities.
  • Developed this work based on the Christian Mystique and on the sharing of scientific knowledge about health, education and nutrition basic actions, together with community leaders that disseminated knowledge through all the neighbouring families. The work was called Pastoral da Criança (Child's Pastoral). What has made this project different from others from the beginning was the Christian Mystique, the training of agents from within the communities, the information system, the fun, the following and exchange of experiences and continuous evaluation.
  • Within 20 years of its founding, Pastoral da Criança spread through all Brazil's territory in its 27 states. It is present in 3,549 municipalities, 286 dioceses, 5,517 parishes, 32,222 communities and has 122,026 trained volunteer leaders, following the development of 1,590,312 children under six years of age, 71,797 pregnant women and benefiting 1,156,554 families (data from the year of 2002).

  • Once more gained prominence at reorganizing the Health Care Centers of the State, giving higher priority to the basic actions for the Mother-Child Health. Established the usage of oral rehydration therapy, encouraged breast feeding and family planning education, giving emphasis to natural methods. Together with the Education Secretary, began the School Children's health program. The most important parts of this program were the Fluoride Mouth-wash Program, the mobile dentist clinics, the Breast-feeding Information Program and the basic sanitation project for parents, teachers and students.

  • In 1980, a polio epidemic appeared in the City of União da Vitória, Paraná State, and soon spread to the whole state. Then was named by the Health Secretary to coordinate the Sabin Vaccination Campaign, which served as a model for all future Health Ministry campaigns that were extended to all Brazilian states and, eventually, led to the eradication of the disease in Brazil.

  • Was distinguished by creating an operational comprehensive plan in the benefit of children, in which the Education, Health and Agriculture State Secretariats, city halls and the church worked together. Those entities planned, executed and followed closely activities related to nutrition (breast-feeding, community and home vegetable gardens, the use of soybean products in nutrition), basic sanitation, particularly in the schools, vaccination of pregnant women and children under four years of age and students. Sponsored by Unicef and the Health Ministry, coordinated five Regional Meetings with all these entities.

  • At that same period, from 1967 to 1974, also occupied the post of chief of the Office of Social Protection (Divisão de Proteção Social) of the Child Welfare Department (Departamento Estadual da Criança), where extended the benefits of the Mothers' Clubs to other cities in Paraná, creating 333 units, where courses were held for the advisors of the Mothers' Clubs, with support from the APMI Saza Lattes. At the same time created the central archives, where all the references and data about the Health Centers, official and private ones, were kept, to avoid superfluous paperwork in the attendance of mothers and children.

  • In 1965 was named Technical Director of the philanthropic entity APMI Saza Lattes, a position which occupied until 1978. Organized 21 health centers and 26 Mothers' Clubs that worked together with the centers and were integrated into the programs for Health Education. The students of the Teachers College - Escola de Magistério Educação Familiar - were trained at the Mothers' Clubs. Resident pediatric doctors from the Hospital de Crianças Cezar Pernetta, together with the Catholic University of Paraná, also did their trainings at the Mother-Child Health Centers of the APMI Saza Lattes. The organization, the community participation and the interdisciplinary task led this entity to be considered a model in assistance to mothers and children by various scientific organizations and also by the Health Ministry.

  • During the first year of Medical school, 1954, was an intern at Nossa Senhora das Graças Hospital, working in the maternity ward as a volunteer. From the second year, 1955, until 1959, worked as a volunteer at the out-patient ward and at the infirmary for children under one year of age at the Hospital de Crianças Cezar Pernetta, a body linked to the Public Health Secretariat of Paraná. In 1960 was appointed as a doctor to the Health Secretariat - State of Paraná, proceeding to treat children under one year of age until 1964, at the same hospital. During that year, the Assistência Materno-Infantil (Mother-Child Assistance) of Curitiba began a de-centralization to neighbourhoods further from the center of the city. Dr. Neumann was then transferred to treat children who lived in the outskirts of the city, in two neighbourhood Health Centers of the Associação de Proteção à Maternidade e à Infância Saza Lattes (Saza Lattes Association for the Protection of Maternity and Childhood).

1994 September Received the PAHO International Prize in Public Health Management, for the work in developing management programs within different public entities and on mother-child health in governmental and non-governmental entities at the national and state levels. The prize was delivered during the XXIV Pan American Sanitation Conference in Washington.
